Treasury Finance Manager

Location: Hong Kong

Main function of the job:
 
This role, as a manager of a new team within Multi Currency Treasury (MCT), and will provide the candidate with a unique opportunity to understand and work with liquidity risk measures as well as in-depth product analysis across the region.  MCT are part of the first line of defense, and this new group will be viewed as the risk governance function. This role will lead to opportunities to expand the candidate’s knowledge in other areas and topics relevant to the broader financial services industry.
 
The scope of the role is focused on Wells Fargo Bank N.A. branches and CDF entities across the Asia Pacific (APAC) platform and their respective liquidity planning, adequacy strategic forecasting in BAU, stress and recovery scenarios. This is an opportunity to get hands-on experience regarding how the bank manages its funding and liquidity across banking and broker dealer platforms. While the role will focus on liquidity primarily, capital and recovery/resolution planning will remain key aspects of the role, and as such cross training will be offered to any successful candidate.
 
This is an excellent opportunity to build on prior experience gained in: Treasury, Liquidity Risk Management, Risk Management roles, Business Analytics, Finance or Middle Office to gain broad experience of two key topics of global regulatory focus; specifically Liquidity Risk Management and Capital Risk Management.
 
Candidates will work closely with the APAC business lines and support functions across a range of key responsibilities listed below. 
 
Responsibilities:
 
The primary areas of responsibility for the role are as follows:
 

 
  • Responsibility for the development and build out of the new risk governance Treasury function in the region, with a principal emphasis on the liquidity aspects of the new function.
  • Driving strategic decisions around current and future balance sheets and the respective liquidity usage and funding alternatives deployed within the APAC region.
  • Management of 2 liquidity SME’s across the region who will focus on strategic planning, stress testing and liquidity forecasting.   
  • Additional responsibilities of the team will include devising macro scenarios that fit legal entity balance sheets, coordinating simulation events and delivery of the key regulatory documents across the respective regional platforms.
  • The LRM team will be expected to produce informed funding strategies and advise on liquidity management through BAU and stressed environments.
  • Ownership of the Contingent Funding Plans across the region.
  • Ownership and co-ordination of the contingency funding plan (CFP) simulations.
  • Enhancing assumptions related to the firm’s internal liquidity stress tests and recovery/resolution related liquidity tests both regionally and globally.
  • Partner with the Risk team in identifying key liquidity risk drivers.
  • Partner with the execution functions and Risk in the production of liquidity frameworks.
    • Partner with business lines to review new regulation and analyze business impacts and potential solutions
  • Interact and partner with business lines and other corporate functions in order to obtain, understand, analyze and draw conclusions with respect to potential liquidity risks implications of products and activities undertaken.
  • Partner with the Recovery and Resolution Office (RRO).
  • May have to engage in regulatory interaction (eg. Regulators’ visits).
  • Update teams on regulatory developments in APAC and the impact on Capital, Liquidity and Recovery planning
  • Coordinate Treasury initiatives that require engagement with multiple stakeholders across multiple teams.
  • Recruit and develop staff to support ongoing enhancements of capital planning and stress testing.

Requirements

Skills/Experience Required:
 
 
  • Ideally post graduate qualified or degree educated in a relevant subject (Financial Services or Sciences preferred).
  • MBA/CFA/ACA preferred
  • Experience in financial institutions Treasury, Accounting or Risk functions.
  • Familiarity with a broad array of financial markets including, but not limited to, foreign exchange, interest rates and repo/reverse repo.
  •  Excellent English and Mandarin skills
  • Experience of APAC regulations around Capital and Liquidity, Basel 3.
  • Excellent numeracy and, modelling and analytical skills.
  • Strong attention to detail and ability to follow through on tasks.
  • Experience of liquidity analysis and liquidity stress testing.
  • Excellent time management and organizational skills, with ability to prioritize effectively.
  • Ability to develop emerging leaders
  • Excellent communication skills, both written and spoken: Effective in communications across a variety of audiences and constituencies
