Manager-Sourcing and Purchasing-Administration-IFS_HK

Location: Hong Kong

Job Description & Responsibilities

I. Sourcing
  • Identify and qualify potential suppliers for office supplies and stationery on regional basis;
  • Negotiate best cost and terms and complete new supplier implementation program;
  • Actively search, analyse and communicate market intelligence with admin team;
  • Conduct supplier/market research and track global manufacturing and sourcing environment; and
  • Implement continuous cost down and alternative sourcing.
II. Purchasing
  • Develop purchasing procedures and plan distribution logistics;
  • Maintain purchasing records;
  • Pro-active approach to update purchasing requirement from support groups & LoS;
  • Consolidate & update the approved vendor/supplier list;
  • Focus on developing and managing supplier relationships for key/strategic supplies; and
  • Drive the best supplier performance.
III. Cost Review / Comparison / Control
  • Maintain cost and consistent product quality;
  • Develop metrics for approved suppliers and monitor continuous improvement on product and cost;
  • Develop and manage supplier relationships with approved key/strategic suppliers to optimize financial and operational performance;
  • Identify and execute opportunities for procurement cost reduction;
  • Conversion of indirect agent-based business to factory direct;
  • Plan alternating suppliers or products;
  • Contract review and renegotiations based on market changes;
  • Execute supplier and cost management system;
  • Conduct routine vendor auditing; and
  • Review contracts/agreements annually.
IV. Monitor staff growth
  • Work closely with HR on staff recruitment and staff appraisal development;
  • Set targets & monitor performance of team of staff; and
  • Work closely with other admin managers when required in special projects.
V. Sourcing & Purchasing Policies
  • Design work flow in compliance to the firm's sourcing and purchasing policies
VI. Develop Green Purchase Program
  • Identify best practice in environmental conscious purchase and cost impact;
  • Search and identify supplies that qualify set criteria.
VII. Warehouse & Logistics
  • Maintain cost and consistent service quality;
  • Discuss and Execute Tenancy Agreement with Warehouse Landlord; and
  • Review contracts/agreements annually.
VIII. Shuttle Bus & Van / Car Rental
  • Maintain cost and consistent service quality;
  • Review contracts/agreements annually.
IX. Printing & Stationery / Office Supply
  • Maintain cost and consistent quality;
  • Yearly price comparison with vendor; and
  • Review contracts/agreements annually.
X. Courier
  • Review Local courier cost annually.
XI. Insurance
  • Review Insurance policy annually;
  • Liaise with Insurance Agent for price comparison.


Requirements
  • Bachelor's or Master's Degree in Business, Logistics, Supply Chain Management, or other Related Field;
  • Minimum eight years of related working experiences, preferably in MNCs; at least three years in managerial position;
  • Confident, innovative, proactive, ability to motivate and develop staff;
  • Exhibits excellent problem solving, project management and analytical skill, ability to formulate policy;
  • Ability to work independently, exercising discretion and judgement;
  • Good connection with suppliers;
  • Budgeting and cost management experience preferred; and
  • Good written and oral communication skill, and Microsoft Office applications.
