Senior Operational Intelligence Manager - Financial Crime Compliance

Financial Crime Compliance aligns current activities within Global Risk and helps to build these into a more integrated framework to conduct Customer Due Diligence which enables HSBC to manage financial crime risk more effectively. It builds stronger controls to improve the way Financial Crime Compliance risks are managed in order to spot gaps as well as trends so that the team can take action. It proactively gathers and analyses financial intelligence in a smart way so that suspicious transactions, activities or connections can be identified and we can adequately protect our customers from the threat of financial crime.
We are currently seeking a high caliber professional to join our team as Senior Operational Intelligence Manager.
Principal responsibilities
  • Working collaboratively with the Regional Head of Financial intelligence Unit to build and improve regional capacity in the bank to detect risks posed to the bank by its current and prospective clients via developing improved detection tools, analytic techniques and procedures.
  • Recruiting and leading a team of operational intelligence analysts with the capability to respond in a timely, accurate and relevant manner to inquiries from regional stakeholders.  This will involve the production of high tempo, high volume analytic products related to qualitative assessments of client risk, including financial crime, reputational, regulatory, security and fraud risks derived from their activities both with the bank and externally.
  • Serving as the key representative of Financial intelligence Unit on all specific operations related issues to board-level senior bank officials, and Financial intelligence Unit peers.
  • Developing and implementing innovative analysis and investigative techniques to enhance Financial intelligence Unit’s ability to detect and report emerging financial risk.
  • Balancing and maintaining both reactive and proactive case flows, to ensure HSBC regional client risks are effectively detected, understood, and addressed.
  • Provision of intelligence packages for relevant HSBC leaders to decision and resolve risks identified, including support for deeper investigation by specialist units.
  • Oversee and ensure analytic standards and products are maintained within the Regional Operations team and by Country Operations Heads. 
  • Identify potential operational efficiencies and development opportunities for the systems in use, to maximise the value that can be extracted.
  • Drive the development and provision of timely and reliable standardised operational intelligence product, focussing on available client data from prescribed list of available databases
  • Drive and deliver an appropriate prioritisation matrix and ensure its regional implementation
  • Ensures the delivery of regional product to Financial crime compliance, Fraud, Lines of business, or Financial intelligence Unit for further analysis and action
  • To identify and implement improvements in operational casework processes and procedures, to improve the efficient delivery of intelligence.
  • To identify development opportunities for the systems, and other supporting tools, to enhance the range and quality of intelligence and the identification of potential financial crime risks.
  • To manage a diverse set of stakeholders in order to achieve the overarching objectives, including the Regional Governance team, Regional Systems and Development team, Financial Crime Compliance, Security and Fraud Risk and Regional business lines
  • Ensure regional engagement of Operational intelligence staff with all relevant Financial intelligence Unit, business and risk areas to meet customer needs and develop Financial intelligence Unit brand
  • Adherence to operational controls, as outlined in procedures and policies to ensure risks are identified and managed.
  • Driving continuous improvement in operational procedures and processes and further development of the system.  Identify and recommend best practices to Regional Financial intelligence Unit Head to incorporate into Regional Financial intelligence Unit practice
  • Responsible for personal and team adherence to operational controls, as outlined in procedures and policies to ensure risks are identified and managed.
  • Working in a new and developing department and using technology without precedence in the banking environment.
  • Leading a team which will need to prioritise and escalate and or deliver assessments to customers and stakeholders across multiple regions and time zones.
  • Developing and driving the teams development of a large body of contextual knowledge on banking and the specific financial crime risks associated with it.
  • Ensuring the appropriate prioritisation and escalation of high level, regional work, and ensuring consistent regional product output.
  • Identifying and driving enhancements to the system and business processes to drive greater operational effectiveness and increase the return on investment.

Qualifications

Requirements
  • Outstanding analytical qualitative, investigative and problem solving skills
  • Demonstrable aptitude for analysing complex, multi faceted banking relationships
  • A keen interest in business and current affairs, including financial crime
  • Resourceful, creative and inquisitive approach to highly complex tasks

  • Advantage to have Experience knowledge of wholesale banking
  • Advantage to have Experience of intelligence analytics and investigations
  • Advantage to have Experience of information technology development and data modelling
  • Advantage to have Foreign language capability
