We are currently seeking an experienced professional to join our team in the role of Programme Director, Change Management & Delivery

Principal responsibilities

  • Reports into the Regional Head of Change Management & Delivery Asia.  Has the ability to execute the role with full autonomy, whilst being mindful of when to seek wider approval.  Some business travel may be required in the execution of the role.
  • To lead the client onboarding change programme, this will involve matrix management of a team of approximately 100 staff working on the programme across, change management, IT and service delivery.
  • The programme director will be expected to work closely with both the client and product management to successfully manage scope and the delivery schedule working in partnership with the client to come up with joint plans whilst managing a complex set of dependencies.
  • To operate effectively both in a team and as an individual contributor, coupled with good detailed understanding of the investment operation, transfer agency, custody and fund administration business functions being supported and the interrelationships of the associated bank departments, applications and process flows.
  • The Programme Director is expected to have a detailed understanding of the securities services industry and prior experience of TPA outsourcing or prior experience leading a similar business onboarding activity for a securities services provider.
  • Ensure project managers and Workstream leads take overall accountability for the delivery of the projects and programmes assigned to them.
  • Ensure projects deliver against requirements. Act as role model by demonstrating expert delivery of own accountabilities for successful delivery of the programme.
  • Manage the changing demands on the overall team to ensure that the project management resource is balanced to work on the activities that match best the business’ priorities and can rapidly adapt when demand changes. Develop staffing strategies and strategic alliances to build appropriately sized effective team.
  • Develop and drive through ongoing strategies for areas to develop skills of team whilst ensuring the appropriate adherence to HSBC methodologies and practices.
  • Develop a  project management office to provide quality assurance for the programme delivery.
  • Accountable for overall project and programme management relationship with stakeholders. Lead and direct proposals and strategies for improving project delivery.
  • Develop and maintain a network with external teams e.g. custody, investment operations, IT and with the middle office programme teams with which there are mutual dependencies for delivery; ensure that such dependencies are appropriately managed and act as role model when engaging with and delivering alongside those teams.
  • Responsible for team output is error-free, making efficient use of available resource, and helps drive the business forward in a sustainable and coherent manner, aligned to overall Product priorities and direction.
  • Budgetary or financial responsibilities, no authority to perform any transactions. 
  • Maintains compliance with all relevant internal and external rules, regulations and procedures that apply to the conduct of the business in which the jobholder is involved, specifically Internal Controls and any Compliance policy including, inter alia, the Group Compliance policy.

Qualifications

Requirements
  • Recognised project or programme management qualification (PRINCE 2 Practitioner, PMP).
  • Experience of managing third party administration outsourcing.
  • Knowledge of the Securities Services Market requirements.
  • Strong inter-personal and communication skills; must be capable of producing clear, unambiguous status reports and interacting positively with senior business management, department heads and vendors.
  • Evidence of managing varying sized programmes, including a successful track record on complex projects.
  • Detailed knowledge and managerial experience in the investment administration environment.
  • Strong business sense and awareness of the key issues and risks in the securities industry.
  • Ability to understand and use complex systems and take a logical and constructive approach to investigating, communicating and resolving problems and challenges that arise within projects.
  • Experience of building and maintaining excellent relationships when dealing directly with external clients and third parties.
  • Track record for successfully completing IT delivery and change programmes in multiple locations with a distributed team.
  • Commercial awareness and experience in vendor management and negotiation.
  • Ability to build a consensus at all levels within the organisation.
  • Able to build strong relationships with other functions and business units and to interface and influence senior managers in the organisation.
  • Ability to plan and organise workload when working to tight deadlines and maintain a clear head when faced with multiple conflicting priorities.
  • Must be able to work autonomously, plan strategically, be self-motivated and exhibit “can-do” attitude.
