Job Description

Information Technology Manager (Infrastructure)

Location: Personnel Registry, Office of the Communications Authority, 20/F, Wu Chung House, 213 Queen’s Road East, Wanchai, Hong Kong

Duties

Information Technology Managers (Infrastructure) will be mainly responsible for –

(a) leading and managing a team of IT staff to complete jobs of the infrastructure stream and any other IT-related duties;
(b) assisting in formulating strategies and plans of maintaining and improving the infrastructure systems of the department;
(c) assisting in formulating the best practices and guidelines for infrastructure system maintenance and security, and enforcing the compliance;
(d) performing and leading the performance of project planning, budgeting and management, specification development, product evaluation, procurement, contractor liaison, system implementation, system testing, system documentation, system administration and maintenance, system troubleshooting and tuning, quality assurance and other related activities;
(e) managing the helpdesk operation, the IT inventory, and the maintenance, administration and disaster recovery of business application systems and infrastructure systems;
(f) providing IT support, advisory and training to users; and
(g) handling various administrative tasks. 

Entry Requirements

(a) Candidates should have –

(i) a bachelor’s degree in Computer Science, Information Technology (IT) or related discipline from a Hong Kong university, or equivalent;

(ii) met the language proficiency requirements of ‘Level 2’ [Note (1)] or above result in Chinese Language and ‘Level 3’ [Note (1)] or above result in English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent;

(iii) at least 6 years’ relevant post-qualification full-time IT working experience, including at least 4 years’ hands-on experience in technical support/system implementation and at least 2 years in supervisory/managerial role for monitoring contractors to deliver IT solutions;

(iv) outsourcing, in-house project management and helpdesk management experience in sizable organisations (e.g. with more than 300 staff members);

(v) experience in various managerial activities such as IT security management, disaster recovery planning, IT infrastructure improvement planning, formulation of guidelines, user training, IT asset management and procurement, quality control and assurance; and

(vi) sound knowledge and experience in developing and maintaining IT infrastructure using the following technology –
IBM Notes and Domino R7 or above, Microsoft Windows Server 2008/2012 with clustering configuration, Microsoft Active Directory, VMware, Storage Area Network, Cisco switches/ routers.

(b) Candidates should be customer-oriented, able to perform under pressure, willing to work after office hours and occasionally working on an on-call basis as required.

(c) Candidates who are holders of the following certificates or equivalent will be advantageous –
• Projects in Controlled Environments, version 2 (PRINCE2) Professional
• Project Management Professional (PMP)
• IBM Certified System Administrator – Notes and Domino
• Microsoft Certified Professional/Solutions Associate of Windows Server
• Cisco Certified Network Associate/Professional
• Certified Information Systems Security Professional

(d) Candidates who have experience in using the following technologies/products will be advantageous –
IBM LotusScript, Sophos SafeGuard LANCrypt, Symantec Backup Exec, CA ARCserve Backup, endpoint security software, anti-malware software, anti-spam appliance, IPv6, WiFi equipment, firewall, iPhone/iPad, mobile device management system, Windows 7/10, Microsoft Windows Server Update Services, Linux, Microsoft SharePoint, Microsoft SQL Server.
