The Role

The Chief Data Officer role is a very senior business-facing one, working as a member of the management team to develop an effective data-oriented culture at Dragon Law. The successful applicant can work from our offices in Hong Kong or Singapore.


The Chief Data Officer will:

- Develop and articulate clear policies for data governance, including, but not limited to storage, access, and safeguards

- Provide guidance throughout the organization for the acquisition of data through the various online and offline channels

- Develop framework and practices for measurement and management of data quality in the organization. Recommend changes to operational practice as necessary to ensure data quality according to needs of the business

- Determine needs for analytic tools from various parts of the business, and determine best options for fulfilling those needs. Plan, lead selection and acquisition or implementation of solutions in specific instances. Work with members of the organization to ensure excellence in delivery, training of users, and ongoing support throughout solution lifecycles

- Plan, manage, and execute initiatives to use data effectively throughout the organization, for applications including, but not limited to: customer acquisition, customer engagement, operational effectiveness, service quality, product planning and development, and technology resource planning and optimization

- Educate fellow Dragon Law team members in best data management practice as needed from time to time

- Hire and supervise staff as needed to effect data governance policies and execute various initiatives to exploit data assets throughout the organization

- Serve as a leader within Dragon Law to explore and articulate opportunities to develop data products in the organization, to serve particular customer needs that arise from time to time, and to provide competitive offerings that Dragon Law may bring to market

What you need to win

Skills and Experience

- Previous experience in data management role for a SaaS or consumer mobile app

- Previous experience as a hands-on DBA or software developer with relational and NoSQL databases, and languages such as Python, Ruby, and R

- Experience with delivering analytic solutions with leading tool suites such as Tableau, Pentaho, Spotfire, etc. and/or Open Source data tools including ElasticSearch, Kibana, Hadoop, etc.

- Presentation skills, with emphasis on storytelling with data

- Project management or team leadership experience

- Previous experience in operational roles or marketing support


- Baccalaureate or higher Degree in Mathematics, Computer Science, Operations Research, or System Dynamics

- 5-7 Years work experience
