Job Description

HK Risk Remedial Management Country Team Head Commercial Banking Risk

Location: APAC-HKG-Hong Kong-Hong Kong

  • Manage the CCB remedial portfolio in Hong Kong providing focused remedial management oversight in terms of portfolio strategy and transactional workouts within classifiable, judgmental management standards and credit policies
  • Developing and implementing workout (recovery) strategies that are intended to either minimize the risks or maximize returns on classifiably-managed commercial transactions for the purpose of restructuring, stabilizing, or exiting managed accounts
  • Loan products include complex transactions such as structured trade facilities, facilities backed by Real Estate collateral, term and syndicated loans where Citi is either the agent or participant, transactions tagged as leverage finance; or situations involving potential fraudulent activities and/or franchise risk deemed to negatively impact Citi’s enterprise value within the community or on a national level
  • Lead, develop and coach staff members of Remedial Management Unit (if applicable)
  • Subject matter expert in problem recognition, working with in-country risk and business teams to develop and enhance effective early warning and problem recognition tools as well as provide an independent assessment of large criticized credits
  • Manage large/complex criticized account relationships when the situation dictates the involvement of Remedial Management
  • Provide training to business and risk partners on topics such as lessons L=learnt, double jump trends to enhance and entrench a stronger risk management culture
  • Ensure remedial management activities comply with local regulatory requirements as well as internal policy and procedures, and responds timely to any changes
  • Identify potential policy, process, procedure and people weaknesses in problem recognition and remedial management and recommend enhancements to improve or remediate deficiencies to increase capacity and/or reduce costs
  • Contributing to CCB risk initiatives and their implementation in the country
  • Managing the assigned portfolio within acceptable risk parameters, designing and implementing remedial strategies
  • Leading staff members of Remedial Management Unit (if applicable) in formulating, timely execution and continuous updating account strategies and actions
  • Acting as Remedial Manager of more complex/high value workouts/restructurings                                       
  • Working, interacting and negotiating with internal and external customers, legal, finance and external counterparties as necessary 
  • Evaluating collateral and documentation to identify any documentation exceptions/deficiencies, and to determine appropriate remedial/recovery strategy
  • Performing place of business calls as necessary
  • Developing and presenting action plans for assigned portfolio to senior management                                                                  Reviewing (and approving) accounts on a monthly basis to gauge the level of progress achieved versus stated action plan, payment status (delinquency), appropriateness of classification and risk ratings, adherence to financial covenants, appropriateness of triggers for better/worse classification, data integrity, and any other internal or external follow-ups that arise during the course of time
  • Responsible for forecasting of classified portfolio exposure and Cost of Credit; assessing and recommending write off and FAS114 reserve requirements in accordance with Global Commercial Credit Policy
  • Conducting special mention assessments for the criticized portfolio that qualifies/requires assessments to be completed per Global Commercial Credit Policy
  • Contributing to and participate in High Risk Reviews and portfolio stress testing requirements
  • Working with Risk and Business teams to enhance problem recognition through training and coaching to address/entrench: Double Jumps, Lessons Learned, Effective Classification Triggers etc.
  • Ensuring timely and accurate completion of GDRS
  • Contributing to implementation of policy and initiatives relating to collateral matters
  • Keeping abreast of internal and external development that impact on collateral management and work with Legal, Compliance, Global Remedial Management and Oversight, CCB Business and Risk as necessary on changes required


  • Bachelor’s degree with over 10 years of banking experience, with tenure in risk and/or remedial capacities
  • Minimum of a Bachelor degree in Accounting, Finance, Economics, or Business, MBA is preferable
  • Proficient in the adverse classification process and documenting an appropriate action plan for identified troubled, stressed, or distressed loans  Experienced in credit analysis, remedial management, and bank group management
  • Proficient in valuation analysis in the review and interpretation of assessments focused on collateral support including real estate appraisals     Proficient in identifying remedial management resources needed to assist in restructuring classified exposures
  • Strong leadership and people management skills

  • Paramount communication skills with ability to synthesize the argument in a logical and rational manner
  • Strong and effective negotiation and presentation skills
  • Understands and has ability to articulate alternative transactions (pros/cons)
  • Identifies the related market, credit, operational, and legal/regulatory risks associated with the specific transaction/borrower/portfolio/market
  • Ability to work well under pressure in an ever-changing environment
  • Fluent in written and oral English and Chinese (Cantonese)
