HK - Issuer Services Operations - Risk and Control Manager

Location: APAC-HKG-Hong Kong-Hong Kong

Job Purpose:

Institutional Client Group (ICG) O&T Controls is an integral part of the global ICG Operations and Technology team. The function of the Operations control team is to maintain a high standard of controls across ICG Operations, oversee the design and implementation of process enhancements and formulate processes to address internal and external control policies.

Job background/Context:

This position reports geographically into the Asia Operations Line Control team and will mainly interact with senior Operations and Control colleagues in Asian countries. Issuer Services is a business line that offers Agency and Trust Services (Debt Issuance, Escrow, Loan Agency and Asset Securitization) and Depositary Receipt Services. Operations are performed in 8 countries, and the Hong Kong hub team supports 4 countries, besides the local business. The incumbent will be responsible to maintain comprehensive processes to proactively identify and reduce operational risk in all these functions.  Risk areas include but are not limited to process design and execution, technology, regulation, new business initiatives and infrastructure change/relocation related.  Partnering with site Operations Managers, this role is responsible for significant co-ordination between Operations and teams such as Performance Management and Analysis, IT Controls, Compliance, Operational Risk Management etc.

Key Responsibilities:

Responsibilities will include, but not be limited to:

  • Assess and report Key Operating Risks (KORs), Key Risk Indicators (KRIs) and associated scorecards/metrics
  • Perform detailed reviews of operations processes and related risks and controls including event reviews, thematic analysis and ‘deep dive’ causal analysis
  • Assist/lead in the timely escalation of operational risks to management/partners
  • Ensure issues are appropriately escalated and highlighted for inclusion in governance reporting such as Monthly Operating Reviews and Business Risk and Control Committees
  • Undertake ‘Near Miss’ (Potential Loss Event) and (Actual) Loss investigation, including process reviews as required where an Operations Unit That Caused an Error/Unit Responsible for Control is involved
  • Share relevant analysis into control issues or findings at an ICG-wide level
  • Review change proposals and implementations including relocation / new business
  • Assist operations managers in drafting, and subsequently oversee progress in remediating Operations Issues and their associated Corrective Action Plans (CAPs)
  • Coordinate, challenge and validate the Operations Manager Control Assessment (MCA) results
  • Perform a ‘gatekeeper’ function at the boundary of the 1st Line of Defense, i.e. minimize the need for Operations line engagement with the 2nd and 3rd lines of defense
  • Partner Operations colleagues in exploiting cross-site synergies, evaluating robotic process automation proposals, EUC streamlining, process exception reduction, STP enhancement, and end-to-end risk reduction


Required Qualifications:

  • 8-10 years’ experience in Financial Services operations and/or controls, and understanding of Corporate Finance and Banking services such as Cash Management, Cross-border Equity (Depositary Services) and Debt (Loan syndication, Issuing/Paying agent) fund-raising, Escrow, Asset securitization and similar Agency and Trust Services
  • 3-5 years’ track record of identifying and implementing Operational Controls in the above and allied functions
  • Mature problem-solving ability, and good record of team-work and communication with senior Managers across cultures
  • Strong Analytical skills, ability to correlate risk and control patterns to prevent problem incidence
  • Results-oriented and capable of independently using varied software tools to analyse and interpret data
