Job Description

HK - GCB - Digital Control and Customer Tax Reporting Head

Location: APAC-HKG-Hong Kong-Hong Kong

  • Manage and develop a team of Control specialists to provide superior risk and control advice and support
  • Ensure departmental procedures are in line with corporate policy and legislative requirements
  • Act as the key point of contact for all audits and reviews of Consumer Operations carried out by, but limited to, regulators, internal and external audit, and regional reviews
  • Manage departmental operational risk self-assessment and risk indicator reporting, developing automated and data driven control monitoring solutions
  • Manage detail corrective actions plans, tackling of issues at a root-cause level, and working with stakeholders and advisers to ensure actions are sufficient
  • Manage Consumer Operation’s control and quality frameworks ensuring compliance to policies, procedures, and reporting to stakeholders
  • Manage departmental continuity of business and security entitlement requirements
  • Engage in process, system, and regulatory projects to ensure that changes are robustly implemented within credit operations
  • Engage in the review and closure of Issue and Corrective Action Plans (CAPs) management
  • Engage with relevant stakeholders throughout the new product process / New Product Oversight
  • Coordinate and manage all Policy Deviation requests and renewals for the country
  • Engage stakeholders in the analysis, approval, approval and reporting of operational loss incidents
  • Work with the relevant Consumer Business Operations Risk & Controls (CBORC) officers and lead and implement best practices for controls monitoring across all Consumer operational units; Core Operations, Credit Operations, CitiPhone, and Collections
  • Perform periodic reviews of offshore operating units
  • Perform targeted deep dive reviews to identify weaknesses and process improvement opportunities
  • Work with business unit managers and staff to dimension and implement business process and collateral changes in line with policy and regulatory changes
  • Attend industry, regulatory and legal workshops to maintain awareness of issues impacting the business


Professional Experience:

  • Minimum ten years in the Financial Services industry
  • Minimum three years in an Internal Audit, Risk Management, or Control Management-related role


  • Minimum Bachelor’s Degree or equivalent professional qualification


  • Strong understanding of process and controls concepts, including risk identification, monitoring frameworks and methodologies
  • Sound background in retail bank products, in particular high volume lending
  • Strong experience in dealing with auditors and regulators
  • Sound understanding of the regulatory framework surrounding lending products (ASIC Act, NCCP, Debt Collections Guidelines, Privacy Act and relevant Guidance Notes)

  • Leadership & Management: Develop and communicate strategies to achieve required business practice standards
