Regional Compliance Officer, Asia

Location: Hong Kong-Hong Kong Island-Causeway Bay

I.          POSITION SUMMARY
This position will be based in Hong Kong (with travel throughout Asia) and will directly report to the International Compliance Officer (U.S.) with a dotted reporting line to the International Privacy Officer (U.S.) and Associate Chief Counsel (Hong Kong).  The successful candidate will be responsible for managing and delivering the Asia compliance and privacy programs, including identifying critical issues and risks, identifying compliance controls and gaps, implementing remediation measures and promoting a culture of compliance, ethics and data protection in the region.
II.         ROLE RESPONSIBILIES
  • Influence and collaborate with business leaders, legal, audit, information protection, privacy and compliance officers to define the regional compliance, privacy and ethics programs while monitoring risk, industry trends and new regulations;
  • Anticipate compliance and privacy issues and design strategies to address related business risks, as well as playing a key role in implementing such strategies;
  • Provide compliance and privacy leadership for the local compliance and privacy officers; be internally considered as a compliance and privacy subject matter expert; work with individual compliance and privacy officers in each location to ensure effective local compliance and privacy programs are in place within each business unit;
  • Be a champion for the Cigna Ethics program in the region; create a framework for a culture of compliance within the Asia region that is communicated to the compliance officers and the business leaders and demonstrates Cigna's commitment to compliance and data protection at all levels of the Company;
  • Partner with compliance and privacy officers in each Asia business unit to ensure that Cigna's international business units in the region comply with all applicable U.S. and local laws;
  • Maintain current knowledge of applicable insurance regulatory and data protection requirements, and monitor advancements in best practices;
  • Assist business units with compliance and privacy risk assessments and related ongoing monitoring activities; assist with the development/implementation of corrective action plans for resolution of problematic issues, and provide general guidance on how to mitigate such risk;
  • Serve as a regional support resource;
  • Facilitate creation and implementation of policies and best practices to ensure that U.S. and local regulatory requirements and data privacy principles are implemented across the business units;
  • Respond to alleged violations of rules, regulations, policies and Cigna's Code of Ethics in the region by evaluating the situation and recommending a course of action;
  • Work closely with the International Information Security Team on development and implementation of plans and policies, and on addressing information security issues, including responses to security incidents;
  • Oversee, direct, deliver, or ensure delivery of compliance/privacy trainings and communications to relevant employees and appropriate third parties; tailor the compliance and privacy message to take into account cultural differences;
  • Work closely with internal audit as requested; and
  • Report on a regular basis to keep management informed of compliance and data privacy efforts.

Qualifications

III.        QUALIFICATIONS
  • Legal degree and minimum of 5 years of previous insurance experience highly preferred
  • 10 years minimum experience in the compliance field
  • Strong understanding of insurance-related and data protection laws in Asia required
  • Experience working with information protection resources /IT functions is a plus
  • Ability to work independently, multi-task and prioritize effectively in a high paced environment
  • Strong analytical, planning, and problem solving skills
  • Strong decision making capabilities and ability to identify problems and propose creative and effective solutions
  • Excellent written and oral communication skills and ability to provide guidance on complex matters in a clear and concise manner
  • Ability to present sound, persuasive rationale for ideas or opinions
  • Ability to speak multiple languages (especially Korean) is a plus
  • Ability to work confidently within groups in a multi-cultural environment and respond to global/cultural sensitivities
