Job Description

Procurement Manager

Location: HONG KONG

Job Responsibility:
Understand business needs on defined commodity and geographic scope and translate it in a procurement strategy, in consistency with global procurement strategy
  • Build needs understanding and capture all potential negotiable spend
  • Promote & ensure implementation of Total Cost of Ownership initiatives and  breakthrough opportunities to develop the business
Contribute to structure Sponsorship and Demand Management on own scope of responsibility
  • Organize, animate and influence own internal business partners network
  • Develop synergies & optimize working process between own internal business partners & the Procurement Organization
Organize and animate own Stakeholder Network
  • Develop Procurement function and explain its role & impact to internal clients
    Manage a team Buyers 
  • Attract talents & develop resources for his team
Manage Supplier Relationship
  • Negotiate and implement contracts for local categories 
  • Supervise legal aspects & contracts and ensure their compliance 
  • Monitor supplier portfolio performance and Corporate Responsibility
Manage Expense & Procurement performance
  • Monitor Savings & procurement KPIs  (for his scope of responsibility)
  • Capture and share Knowledge and Best Practices
  • Implement Procurement tools & best practices to increase Procurement efficiency
Support category sourcing strategy definition and recommend actions plan, set up objectives with KPIs,
  • Mitigate risks & capture opportunities (short and mid-term) for the assigned categories,
  • Capture and recommend Total Cost of Ownership strategy options for decision.
Ensure implementation through RFx management & suppliers selection for a given category
  • Run Regional RFx and recommend supplier selection based on solid criteria evaluation,
  • Negotiate contracts with suppliers, anticipate key issues, and protect AXA for a given category.
Support Head of Procurement to:
  • Implement AXA Procurement standards including policies and procedures, tools and processes, including the further implementation of Category Management and Spend Management,
  • Optimize Procurement activities and support agreed actions to enhance Procurement organization maturity,
  • Build and maintain strong partnerships with key business stakeholders and Finance peers


Qualifications Requirement:
  • University graduate with minimum 5 yrs experience in Project Management/Procurement (hands-on sourcing and contract management experience involving GenEx, IT commodities), preferably in MNC or insurance company,
  • Excellent communication and influencing skills, including sound experience in working with C+ level executives/management,
  • Good time management skills,
  • High standard of spoken and written English (and preferably Chinese),
  • Sound understanding of legal requirements for tendering, contract management,
  • Knowledge of tools of procurement (e-procurement),
  • Excellent negotiation experience and skills.
