Head of PMO, IT Portfolio Execution, OneIT, AXA Asia

Location: HONG KONG

Purpose of the Role:
As Head of PMO, you will drive world class excellence in governance practices across the portfolio of projects, resulting in improved time to market and the full realization of benefits in support of the enterprise strategy.
Key Accountabilities:
  • Business Cases
    • Review business cases to ensure high quality inputs and alignment with enterprise roadmap and regional strategy
    • Ensure that the projects defined in the business cases are valid, prioritized, funded and resourced for success
  • Project Delivery
    • Actively work with business owners and sponsors to mobilize the roadmap as per plan
    • Monitor and control project progress at an enterprise level and provide regular reports on portfolio health including time, cost, scope and benefits
  • Portfolio Review & Reporting
    • Review of the pipeline of work and allocate PMO resources against projects
    • Establish an enterprise view of critical path milestones and ensure tracking and reporting against this
    • Assess the portfolio and report key delivery risks, issues and dependencies via portfolio governance
    • Provide clear advice to the stakeholders regarding implications of re-prioritizations on delivery
    • Perform periodic audit and assessment of strategic projects to ensure they are utilizing the optimum delivery framework/ tools, and have the right resources and sponsorship support
  • Methodology
    • Define and manage high quality regular executive reporting to enable clear understanding of portfolio status and enable informed decisions
    • Define and implement an effective portfolio governance framework and establish the tools and templates required to support this
    • Develop and maintain close relationships with Head Office to remain current with PMO developments and leverage any best practice
    • Cultivate a community of committed project professionals that will share and eventually drive development of best practices and continuous improvement

Qualifications

Qualifications
  • Educated to degree level, preferably in Business, Finance, IT or related disciplines.
  • Recognised programme and project management accreditation (PMP or PRINCE2) certified or equivalent industry experience.

 

Experience

  • Proven track record in managing and successfully delivering large scale regional IT projects and programs across multiple lines of business. Project team size managed 30+ (incl. system implementation vendors); project budget managed ~USD 20M+; Experience with large-scale strategic programs (incl. business change)
  • Experience of delivering complex rollouts with multiple dependencies and risk.
